Plainfield council approves farm leases, park and infrastructure contracts, tax abatements and annexation

Plainfield Town Council on Monday approved a series of routine and development-related actions, including contract awards, tax-abatement resolutions and an annexation ordinance.
The council voted unanimously on a ten-item consent agenda that included the updated Town of Plainfield Comprehensive Emergency Management Plan, a $38,430 release statement to address property impacts at 6425 E. CR 600 S. related to the Hadley-Moon Roundabout Project, and a development agreement (Plainfield Innovation Park – Phase 1) with Rock Creek Partners that includes a maximum reimbursement of $4,871,311, staff said. Council President Robin G. Brandgard accepted the consent agenda after a motion by Mr. Everling and a second from Mr. Kingseed; the clerk recorded a roll-call vote with all members voting yes.
The council also approved bid awards for the town’s three-year Farm Lease Program. Staff reported Long Farms withdrew its 2026 bid for Farm Site 3; the council approved that withdrawal (motion by Mr. Bridget, second Mr. Kingseed) and then approved the bid committee’s recommendations: Farm Site 1 to Daum Farms (2026–2028), Farm Site 2 to Long Farms (2026–2028), and Farm Site 3 to Hall Farms for 2026 with Long Farms to take the site in 2027–2028. Council authorized President Brandgard to sign lease contracts when they become available to avoid delay.
A separate bid award for repairs to the Friendship Gardens pedestrian bridge was approved for Morphey Construction at $143,600, following the bid committee’s recommendation (motion by Mr. Angle, second Mr. Kingseed). "We’re recommending to issue the notice of award in the amount of $143,600 to Morphey Construction on the basis of the base bid," staff reported.
On economic development, the council adopted Resolution Nos. 2026-15 and 2026-17, preliminarily designating an Economic Revitalization Area and qualifying certain property and improvements related to “Project Life Saver” for tax abatement. Council members approved Resolution No. 2026-19, adopting a written fiscal plan and a policy for provision of town services to the annexed Tinoco property, and Resolution No. 2026-20, authorizing disposal of surplus property for DPW, PFT and PPD.
In land-use actions, the council approved on a single reading Ordinance No. 12-2026 to rezone 140 N. Center Street, and adopted Ordinance No. 10-2026, annexing the Souls Harbor property into the town and adding it to Council District 4. The votes on the resolutions and ordinances were recorded by roll call as unanimous.
Staff and planning reports included certifications from the Plainfield Plan Commission: petition RZ-25-084 (Teachers Retirement System of the State of Kentucky) was forwarded to council with an unfavorable recommendation (Plan Commission vote 6–1); petition RZ-26-051 (filed by Patrick Keller) returned a favorable 7–0 recommendation and is tied to Ordinance No. 12 on tonight’s agenda.
"Thank you, everyone, for participating this year," Brandgard said during the recognition of Citizens Academy graduates. DPW representative Ms. Swan added, "Without the community, we couldn't get our job done."
The council scheduled its next regular meeting for Thursday, May 28. The meeting adjourned following a unanimous voice vote to sign required documents and close the session.
