Key items approved include: contracts with Butler, Fairman & Seufert for the 2026–2027 Pavement Management Program ($82,600), bidding assistance for the 2026 Pavement Marking Program ($56,800), and engineering and bid assistance for the 2026 Sidewalk Replacement Program ($59,800); a Whitaker Engineering work order for a Stormwater Master Plan (not to exceed $83,300); a grounds‑maintenance contract with John Hall Construction (not to exceed $59,625); and multiple Baker Tilly Advisory Group work orders for debt‑issuance services related to a 2026 property tax bond and the Police Headquarters project (each not to exceed $75,000). The council also approved a work order for the Drinkard Project ($57,500), a TIF management annual report pursuant to IC 36‑7‑14‑13, a change order for tree clearing, and authorization to advertise for a Build‑Operate‑Transfer statement of qualifications for infrastructure in the Plainfield Innovation Park south of I‑70.
Council Member Angle moved to approve the consent agenda, Kingseed seconded, and a roll call vote recorded unanimous "yes" votes from Kingseed, Everling, Angle, Bridget and Brandgard. The approvals are funded from specified sources noted in the staff reports (MVH, MVE, EDIT, Stormwater Distribution, Parks Fund, General Fund, Bond Proceeds and various TIF funds).
