Residents press council to pause large annexations; one annexation request denied

Multiple public commenters at the June 16 Gallatin City Council meeting urged the council to delay or deny annexations that could convert agricultural land to industrial or commercial uses without clear public information on intended uses and impacts.
Heidi Amarici told the council she opposes resolutions tied to the annexation of roughly 250 acres (identified in the meeting as resolution numbers R2060540, R2605-39 and R2605-40) and said "once agricultural land is lost, it is almost never recovered," asking the council to deny the annexation until the public is told what is proposed for the land. Leslie Allen and other speakers raised similar worries about the potential for another data center and the effect on utilities and property values.
Conservation concerns were raised by Karen Bookout, who cited regional SECAS and state agency data (TWRA, TDEC) and described Bright's Lane, Deshay and Bledsoe Creek areas as high-priority for grassland and savanna restoration and home to sensitive aquatic and amphibian species. She urged a delay for more study of environmental and historic resources.
Separately on item 15 the council moved to deny resolution R2605-44 (a request to authorize an owner to submit an application to annex a 12.203-acre parcel west of Dody Drive). That motion to not approve passed unanimously, effectively blocking the applicant from pursuing annexation under that resolution.
What happens next: the public hearings on several annexation items were closed; some items will proceed through the planning and ordinance process as scheduled, and the council agreed to further public discussion on related planning issues. Residents requested clearer, earlier disclosure of prospective development uses before annexation votes.
