School board reviews routine contracts and service agreements, including special-education placement costs and insurance renewals

The Franklin Area School District board on June 15 considered a series of routine contracts and service agreements for the 2026–27 school year, ranging from special-education placements to insurance renewals and health services.
Board materials recommended approving a Beaver Valley Intermediate Unit special-education agreement priced at $46,500 per student; the district currently has one student enrolled in that program. Board discussion included an estimate that transportation for that placement could cost about $12,000 for the school year.
Insurance-related items included a recommended commercial package policy (property, liability, crime, auto and umbrella) from Arthur J. Gallagher and Company at $185,076 for July 1, 2026–June 30, 2027 (up from $166,810 the prior year) and a workers' compensation premium of $58,423 (up from $54,224). Board members asked about reasons for the increases and were told higher replacement costs and changes in vehicle values were factors.
Other recommended agreements included a one-year emergency medical services agreement with Community Ambulance Services Inc. for $1,600, a $2,000 contract for district school dental services (Dr. Ryan Ardell), and lunch purchase agreements with Glade Run Lutheran Services and the YMCA of Franklin/Grove City for student meal services.
Several personnel and program contracts were also on the agenda: a Glade Run tuition/education agreement for day students, Keystone Smiles pre-K counts partnership (36 seats at $10,750 each), and tuition agreements with neighboring districts for special-education and transition services. Many of the presented items drew no extended discussion and were advanced on the agenda for approval.
