The Plymouth Cemetery Commission on March 4, 2026 approved construction-related work for the Mayflower Meetinghouse (Town Square) with conditions meant to protect Burial Hill and its historic features. The commission voted unanimously to attach limits including hand-digging only and no heavy equipment on Burial Hill.
David Peck, of the design team Environmental Partners, told the commission that all excavation for the project would be performed by hand and that there would be no digging under the entrance pillars or walls. In response to those assurances, Commissioner Richard Quintal moved to approve the work with multiple conditions; Commissioner Matthew Glynn seconded the motion and it passed unanimously.
Under the approval, conditions include: excavation limited to hand digging; prohibition on use or storage of heavy equipment on Burial Hill; allowance for the ADA easement to be expanded to permit placement of new HVAC equipment if needed; cemetery staff may walk on Burial Hill but must take particular care to avoid headstones and known underground tombs; contractors must notify the Cemetery Division when work begins and when it ends; and the commission may require a sign identifying access during the project. The motion and conditions were recorded in the minutes as the commission’s formal direction.
The vote resolves the commission’s review of construction impacts to Burial Hill for this phase of the Meetinghouse work. The minutes do not record a detailed roll-call of individual votes but list five committee members present at the meeting; the motion was described as passing unanimously.
The commission did not record additional mitigation measures beyond the conditions attached to the approval; the design team will proceed subject to those limits and any further town permitting requirements.
