The City Council on June 17 adopted an updated compensation plan for unrepresented employees effective July 1, 2026. Deputy City Manager Robert (Rob) O’Brien presented the plan, which provides 3% pay increases in July 2026 and July 2027 for full‑time classifications and applicable hourly extra‑help classifications (excluding EMTs and the fuels crew, which are contract positions funded through Measure X). The plan also includes prescribed increases to health‑insurance premiums and a 3.7% special salary adjustment for the Police Chief to restore competitive placement among peer agencies.
O’Brien said the unrepresented group includes 146 active full‑time/part‑time benefit employees and excluded elected officials; the estimated net new cost of the changes over two fiscal years is $2.3 million. The council asked whether the adjustments align with the five‑year forecast; staff confirmed they were budgeted and consistent with the forecast. Council adopted the compensation plan 5–0.
