"That total traffic control that was delivered to the site totaled $2,826.78," Sandy said. Staff recommended approval and indicated the water enterprise fund would cover the cost because the water‑main installation drove the need for the lane closure.
A council member asked whether this lane‑closure cost had been anticipated in the original bid; Sandy said the lane closure was not shown in the bid package and therefore was not part of the contractor’s bid. The committee moved, seconded and approved the change order by voice vote.
