Of eight proposals received, staff recommended funding six programs evaluated by substance‑use‑disorder experts. Recommended providers included the Boys & Girls Club (Healthy Minds/Healthy Lives evidence‑based program), the North County LGBTQ Resource Center (Thrive Out Loud), TrueCare (peer-to-peer program), Lifeline Community Services (the only youth substance‑use‑disorder treatment program in Oceanside and the largest single recipient in staff recommendations), Mano a Mano (Spanish‑language opioid prevention) and Vista Community Clinic (school‑based prevention).
A public speaker representing What’s Your Superpower urged continued investment in youth‑facing prevention work. Council approved the recommended PSAs 5–0 and commended staff and applicants for a competitive process.
