Pingree Grove advances Ranking Road/Damish Road roundabout with engineering contract and federal funding support

The Pingree Grove Village Board approved three linked actions on June 15 to advance the Ranking Road–Damish Road roundabout reconstruction: a phase-3 professional services agreement, a joint-funding agreement with the State to pass through federal funds, and a Motor Fuel Tax appropriation authorization.

Andy and the village engineer explained the items are necessary to move from detailed design and land acquisition (phase 2) into construction oversight (phase 3). The board authorized a professional services agreement with Fair Graham and Associates for phase-3 construction engineering services in an amount not to exceed $454,786. Staff said the project is federally funded (approximately $2.5 million of federal assistance through the state) and must follow federal procurement and documentation rules.

The board also approved a joint funding agreement that lays out local versus federal shares and authorized a resolution under the Illinois Highway Code authorizing appropriation up to $1,755,000 in Motor Fuel Tax funds to secure local matching capacity. Staff noted land acquisition remains a variable that could delay the schedule; appraisals, negotiations and utility/railroad coordination are ongoing. The projected bid date is November 2026 with closeout in March 2028, but staff cautioned land or state review could shift that timeline.

Trustees approved the three items on roll call and directed staff to continue land-acquisition efforts and state submittals required for federal funding.
