Providence extends $100 deed-restriction incentive for ADU recordation through 2028

Providence council approved an amendment to the municipal code (PCC 10-12-3 and -4) extending through May 15, 2028 the $100 incentive offered to property owners who record deed restrictions ensuring one unit of an ADU/IADU remains owner-occupied.
Staff said six to eight property owners have used the program and recording the deed restriction improves long-term compliance and tracking of affordable units. The city framed the incentive as a 'carrot' approach aligned with state encouragement for cities to find ways to increase housing supply and affordable options.
Council approved the extension by voice vote. Staff will continue outreach to property owners and provide materials to help them record deed restrictions; the city said the program is part of a larger effort to meet affordable-housing objectives required under state guidance.
