Crawford council adopts multiple resolutions to place delinquent utility charges as special assessments

The Crawford City Council on April 14 adopted a set of resolutions allowing delinquent water and sewer charges to be collected as special assessments against several identified properties and approved a survey for a cemetery addition.

The council approved Resolution 2026-08 accepting a completed survey of the cemetery’s new addition prepared by Panhandle Land Surveying. Council Member Christopher Dean moved approval; Council Member Dianne Gaston seconded the motion. The vote was recorded as AYE: Dean, Gaston, Frahm.

Separately, the council approved four separate resolutions permitting the placement of delinquent water, sewer and use charges as special assessments against individual parcels. The council passed Resolution 2026-06 (BLOCK 16 LOT 6, Addition: PADDOCKS); Resolution 2026-07 (BLOCK J LOT 13, Addition: BRISBINS); Resolution 2026-09 (BLOCK 21 LOT 9, Addition: PTC 2ND); and Resolution 2026-10 (amended legal description for BLOCK 39 LOTS 5 & 6, Addition: PTC:5th). Motions were moved and seconded by council members as recorded in the minutes and each measure carried with all voting council members recorded as AYE (Dean, Gaston, Frahm in various orders as entered in the minutes).

These special-assessment resolutions allow the city to place unpaid utility balances on property tax rolls, a mechanism municipal governments commonly use to recover delinquent utility accounts. The council did not specify further administrative steps or timelines in the minutes; implementation will follow usual city finance procedures.

The resolutions were part of a business-heavy agenda that also included routine administrative approvals and reports. The council adjourned at 7:05 p.m.
