Crawford council approves repairs, purchases and hires; defers probationary raises

The Crawford City Council approved several local repairs, purchases and personnel actions at its Dec. 12 meeting, and tabled proposed raises for employees completing probation until the council reviews financial reports.
Council accepted a $2,265.00 Circle J Glass bid for overhead door repair at the maintenance shop on a motion by Council President Shane Norman, seconded by Council Member Christopher Dean. The council also approved purchase of necessary sewer plant parts after Water Commissioner Dennis Krotz explained their role; the purchase will be paid from COVID-19 funds. Council Member Dean moved approval and Amanda Lager seconded; both measures passed unanimously.
The council approved hiring Frank Pedrick as a part-time street and snow-removal worker at his prior wage (motion by Amanda Lager, seconded by April Grant) and accepted the resignation of Park Board member Robin Shimek, voting to advertise the vacancy. The council also authorized advertising for 2024 seasonal employees beginning Jan. 15, 2024.
On employee raises, Mayor Tom Phillips acknowledged delays and said he had completed evaluations; staff reported start wages were higher than budgeted. Connie Shell told the council staff "were started at a higher wage than budgeted and cannot afford a raise," and the council tabled the raises until the city's financial statements are available.
Other approved items included continuing the Drug and Alcohol Testing Policy for Public Transportation (no substantive changes) and a Christmas Light Bus Tour for Dec. 21 with pickups beginning at 4:30 p.m. The council set a special meeting for warrants and claims on Dec. 28 at 5:15 p.m. and voted to move future regular meetings to the library on 2nd and 4th Tuesdays at 6:00 p.m. because the Community Building will be used for Jr. Wrestling practice.
The council approved warrants, claims and transfers as presented; the claims list totaled $94,366.43. The meeting adjourned at 7:00 p.m.
