The owners of Ocean Wellness asked the Livonia City Council on June 15 to extend a waiver/use approval to a proposed new owner so the massage establishment at 16345 Middle Belt Road can continue operating under new ownership.
Current owner Doug Rands told council his wife’s serious health problems require selling the business. The packet lists the buyer as Hayyan Pie; a prospective buyer spoke through translator Stephanie Mann and said she is a legal Michigan resident with a state-issued therapeutic massage license, ten years of experience as a massage therapist and some years of business management experience.
Through the translator, the prospective buyer said she intends to maintain existing employees and hire licensed, legal residents from the community. Council members asked for further documentation: a copy of her Michigan massage license, details about current and planned staffing (she said the business currently employs one other person plus the owner), and other qualifying information before the council’s regular meeting on July 13.
Council members said Livonia scrutinizes massage establishments for public-safety and licensing reasons and requested that the qualifications be provided in the agenda packet prior to the July 13 meeting. Council also discussed ensuring translation and on-site coverage for customers; the buyer said she can handle basic daily conversations and use a phone when necessary.
What happens next: Council will place the transfer request on the July 13 regular agenda; staff requested the buyer submit a copy of her license and a brief staffing plan for inclusion in the packet so council can review prior to the vote.
