Rio Vista adopts TOT grant guidelines; council requires branding adherence

The Rio Vista City Council adopted a resolution Nov. 18 establishing a commerce-and-tourism transient-occupancy-tax (TOT) grant program that will shift from retrospective reimbursement to a grant process where applicants seek approval before spending and then provide receipts for reimbursement.

Staff said the new program is intended to align TOT expenditures with the city’s economic-development strategic plan and to provide clearer expectations for applicants. "This is a reimbursement grant," staff noted; applicants would still complete projects and submit receipts for final reimbursement, and staff recommended requiring applicants to follow guidelines for eligibility and reporting.

Council discussed concerns that preapproving projects could expose applicants or the city to budget risk if reimbursements were later denied. Staff responded that the program requires receipts and final reporting and that projects that do not conform to agreed deliverables could be rejected for reimbursement.

Council also instructed staff to require adherence to the city’s branding and color-palette guidelines for any materials that use the city logo. The measure passed on a unanimous roll call: Vice Mayor Donnelly — yes; Council member Duke — yes; Council member Bridal — yes; Council member Spanish — yes; Mayor Okamura — yes.

Staff will return final guidelines and an implementation plan; the resolution does not create immediate disbursements but establishes program rules and an application-review process.
