Rio Vista proclaims Constitution Week and honors Rio Vista Litter Pickers for community service

At its Sept. 16 meeting the council proclaimed Sept. 17–23, 2025 as Constitution Week and recognized Rio Vista Litter Pickers for removing more than 25,000 pounds of litter and for being designated a Clean California community.
The Rio Vista City Council on Sept. 16 read two proclamations: one declaring Sept. 17–23, 2025 as Constitution Week and another commending the Rio Vista Litter Pickers for years of volunteer cleanup work.
Mayor Edwin Okamura read the Constitution Week proclamation, citing Public Law 915 and marking the anniversary of the U.S. Constitution’s drafting. "Now, therefore, I, Edwin Okamura, mayor of the city of Rio Vista... do hereby proclaim the week of September 17th through 23rd as Constitution Week," the mayor read.
During public comment Starla Luna Studer, representing the Daughters of the American Revolution, thanked the council and described the DAR’s educational efforts tied to Constitution Week. "We do educational baskets and things like that... That way, we they can remember because they are future," Studer said.
The council also formally recognized the Rio Vista Litter Pickers, a local nonprofit founded in June 2021. The proclamation noted that volunteers have removed more than 25,000 pounds of litter, meet monthly to clean corridors including Airport Road and the waterfront promenade, and have been designated one of the first 30 Clean California communities — a designation that affords priority access to grant opportunities and volunteer kits. A representative of the Litter Pickers thanked the city and partner departments and accepted the proclamation.
The presentations concluded with a brief photo opportunity and council appreciation for the volunteer organization. The proclamations are largely ceremonial but provide public recognition and help connect volunteer groups to available state and nonprofit resources.
