Rio Vista council awards remaining small-business grants, denies late applicant's request

Council members debated whether the late application from New Image Salon should be allowed. Council Member Spanish argued the late applicant missed the clearly stated deadline and should be excluded. “They didn’t meet our deadline,” Spanish said, urging leftover funds be returned to the general fund instead of rewarding a late submission.
Council Member Duke said he supported awarding the amounts requested but not more than asked. The council settled on a compromise: New Image Salon would not receive a grant; Hoa Hoa and the Chamber of Commerce would receive awards and the remaining funds would revert to the general fund, effectively closing the EDF program.
By roll call the motion carried (recorded as affirmative votes by Council members Spanish, Duke, Dolk and Mayor Okamura). The resolution as amended set awards at $2,123.35 to Hoa Hoa and $795.15 to the Chamber of Commerce, with the remainder returned to the general fund.
