Rio Vista council approves channelizers on Virginia Drive after debate over aesthetics and Caltrans timeline

The Rio Vista City Council voted unanimously on Sept. 16 to install channelizers along Virginia Drive aimed at deterring illegal left turns, after a staff presentation and extended council discussion about maintenance, appearance and an upcoming Caltrans repaving project.

City staff told the council it had applied for and received an encroachment permit from Caltrans and recommended installation of a channelizer product with a plastic curb, with periodic maintenance handled by the city under a maintenance agreement required by Caltrans. "The estimate is approximately $30,000 to do the work," a staff member said during the presentation.

The recommendation prompted questions from council members about who would pay for installation and longer-term upkeep. One council member raised concerns about aesthetics and durability, saying, "I think these are kinda unsightly when I see them," and noted examples elsewhere that had become scuffed after vehicles struck them. Staff responded that Caltrans approved the concept but required a maintenance agreement and that the city would contract traffic control experts to install and maintain the channelizers when needed.

Council discussion also addressed an earlier idea — installing concrete medians to force right-hand turns — which staff said had been rejected by Caltrans in prior discussions. Council members worried that installing channelizers now could be redundant if Caltrans repaves the highway; staff said the Caltrans timeline for a full highway reconstruction is currently projected for fall 2026 and that the repaving would include curb and gutter work that might affect installations.

Given those trade-offs, the council approved channelizers on Virginia Drive but agreed to hold off on re-proposing channelizers for State Route 12 until after the Caltrans project is further along. Council member Stanish made the motion; it was seconded and passed by roll call vote with all members voting yes.

The council also directed that future proposals for channelizers on the highway be reintroduced after the Caltrans project so the city can assess whether the hardware is still needed and avoid duplicative expense. There was no specific implementation schedule provided at the meeting; staff said installation could take a minimum of a few months after final approvals and permitting.
