The Design and Historic Review Commission in San Angelo approved a certificate of appropriateness for 14 North Chadburn on a motion to permit repainting of the front exterior, matching the awning and adding a small rear room, while removing a proposed black-brick accent that commissioners said would obscure decorative brickwork.
"Staff is recommending approval," Ray Lionberry, lead planner, told the commission, adding that paint colors should be chosen from the commission's historic palette and all necessary permits must be obtained. Lionberry also recommended that the director be allowed to administratively approve final paint selections if they match the historic-palette equivalents provided by Sherwin-Williams.
Stacia Hughes, representing the building owner, said the existing canopy "will just be painted. We're not replacing it," and that the rear addition is modest and largely hidden behind fencing. Hughes provided physical color samples to commissioners during discussion.
Members debated how best to preserve a decorative "pull-out" brick pattern on the facade. Some members argued that painting the pattern in the proposed very dark color would "obliterate that design" and recommended limiting the darker color to pilasters or using two shades of green to preserve the relief and visual definition.
Committee member Brooks moved to approve the colors and dimensions while dropping the black-brick accent so the brick field remains a single color and the trim and awning serve as the accents; a second was placed and the motion carried. The motion included the condition that final paint colors come from the historic palette, with the director authorized to administratively approve closely matching Sherwin-Williams equivalents.
The commission also heard staffing announcements and introduced a new planner. The next regular meeting is scheduled for Thursday, July 16, 2026, in the East Mezzanine at City Hall.
