The Corvallis School District 509J board received an interim update on bias reporting and heard a public commenter call for specific steps to rebuild trust after recent consolidation decisions.
Parent Michael Eller told the board he has three children in the district and thanked the board for recent advocacy on water testing, then urged concrete actions to repair community trust. "For much of the community, the actions of the past year have really...eroded the trust in the board's ability to provide governance and oversight...What specific actions will the board take to rebuild trust with the community? What specific metrics will the board take...?" Eller asked, urging acknowledgement of mistakes and in‑person engagement.
Melissa presented bias reporting trends through March 20, noting an increase in staff‑filed reports (often filed on behalf of students), overlapping incident categories, and the use of a four‑week follow‑up check to ensure students have support. Board members requested more disaggregated but aggregated‑safe analyses: breakdowns by where incidents occur (on campus, online, off campus), incidence by school, and aggregated measures to estimate which student populations are affected without breaching confidentiality.
Why it matters: Bias incidents and perceived lack of responsiveness can harm students’ sense of safety and contribute to community distrust. Board members asked for lessons learned and for the fall full report to include site‑level trends, information about follow‑up efficacy and aggregated demographic context that preserves privacy.
What comes next: Staff will provide a fuller annual report in the fall with additional disaggregation and recommended metrics; the board signaled interest in outreach and follow‑up sessions to restore trust and to continue WestEd‑supported anti‑bias work.
