Council approves zoning ordinance updating permitted and conditional uses

City Manager Ryan Robinson introduced a Planning Commission‑led review of permitted and conditional uses, prompted by a recent application for a trailer park and RV overnight camping facility in a commercial zone. The proposed ordinance removes mobile home parks from zones where they are no longer desired and adds airport facilities as a conditional use in research and industrial zones.
City Attorney Justin Wayment explained that conditional use permits are presumed permitted with conditions imposed to mitigate specific identified issues; conditions must be rationally related to the problems they are intended to address. The council approved Ordinance No. 2026‑06‑03‑B by roll call: Harris Yes; Ley Yes; Trower Absent; Miner Yes; Mayor Pro‑Tem Shawn Stoor Yes.
Adoption updates the zoning code to reflect the city's economic development goals and to clarify how conditional uses should be administered by the Planning Commission and council.
