Rio Communities to consider state technical assistance to plan a water utility

City staff told the Rio Communities council on June 15 that the New Mexico Water Trust Board’s technical assistance program (TAP) could supply engineering support to help the city plan a water or wastewater utility.
The manager explained that Bohannan Houston, an engineering firm under contract with the state’s Water Trust Board, has offered technical assistance on planning a utility and that the Water Trust Board covers the engineering costs. Staff said the assistance would include work that otherwise could run into six-figure engineering fees for the city. The city will bring a draft resolution next meeting asking council authorization to submit the TAP application.
Staff also noted that Donzel Worthington (Bohannan Houston) is expected to attend the council meeting next Monday to present details. Staff said legal services would remain a separate expense and recommended consulting the city’s retained attorney for legal steps once planning advances.
The manager framed TAP as a way to prepare the technical foundation needed to pursue other funding sources and grants in the future.
Staff will include a template resolution and supporting materials in the council packet for the next meeting so members can consider an application to the Water Trust Board for technical assistance.
