Commission approves e‑filing fee, courthouse repairs and livestreaming; routine departmental updates

Register of Deeds Chrissy Henderson asked permission to charge a $2 electronic filing (e‑file) submission fee per document when documents are filed over the internet; the Legislative Body approved the request by roll call (Resolution 18). The resolution cites T.C.A. §8‑21‑1001(j) as authorizing the fee and notes that the county Register must waive the charge for filings by government entities doing official business.
Capital Improvements committee presented two approved items: $10,000 to repair courthouse leaks and perform waterproofing (Resolution 19) and a $19,765.71 package to buy laptops, install equipment, cameras and training to livestream commission meetings (Resolution 20). The commission also recognized Kathryn Mitchem for long service related to the Penuel Ridge Retreat Center.
County department updates included Sheriff Tim Binkley announcing a Drug Court graduation Dec. 2 (four graduates) and a Christmas party Dec. 6; School Director Dr. Cathy Beck reported the county had an audit with no findings and highlighted Harpeth Middle School’s national recognition for special‑education services. UT Extension, Veterans Service, Economic & Community Development and the Chamber of Commerce gave routine monthly reports and upcoming events.
The minutes record that the Commission recessed into an executive session at 7:33 p.m. to discuss Hope Center Ministries and resumed at 8:17 p.m.; the later motion directing the county attorney to pursue legal action followed that executive session.
