The Seward City Council on Tuesday opened a public hearing on a proposal to subdivide 79.99 acres into 13 residential lots at the northwest corner of 238 and Bluff Road and then voted to table the matter after residents and commissioners requested more information about local groundwater.
Staff described the application and noted that one of the lots contains an existing farmstead served by a well and septic system. Planning staff told the council the planning commission had previously voted to table the item "until the next meeting" to allow the developer to provide further water-table and hydrologic information.
During public comment, a resident summarized a 2024 study and warned that overdrawing the Dakota aquifer could cause saltwater intrusion, urging conservation and interjurisdictional coordination. The commenter said Seward County's conservation district has taken noteworthy steps and urged the city to "start the conversation about conserving the Dakota." The city's staff confirmed the disputed area is near, but not fully within, the water-conservation district boundary. When asked about statutory authority, a council member said inquiries to the state legislator had indicated limits on regulatory power, leaving cross-jurisdictional gaps.
Councilmembers discussed whether the area lies in the comprehensive plan (it does not) and whether additional technical information could alter staff recommendations. After discussion, a councilmember moved to table the matter; the motion carried on a roll-call vote.
No final decision was made; the council deferred action to allow for more information from the developer and planning commission input.
