North Logan — The City Council unanimously approved an amendment to the North Logan Design Standards Technical Manual (DSTM1) that changes the city’s stormwater detention and retention requirement from 100% back to the former 90th‑percentile standard.
Jordan Oldham told the council that the 100% retention requirement had proven impractical in recent developments and that reverting to the 90th‑percentile standard would better align engineering feasibility with city objectives. Oldham noted the recommended 90th‑percentile remains more stringent than Cache Valley’s 80th‑percentile standard.
Kenny Reese moved to amend the Design Standards to the 90th‑percentile storm standard; Larry Hepworth seconded and the motion passed unanimously.
The council’s action changes the technical threshold developers must meet for on‑site stormwater retention; staff will proceed to update the technical manual and notify affected development applicants.
