City updates: 4M-gallon tank roof poured; civic center exterior work progressing

City staff updated the council on several capital projects on June 17, reporting progress on the municipal water system and civic center construction.
On the water system, staff said the 4,000,000-gallon tank roof has been poured and crews are removing scaffolding (estimated six weeks to complete that work). Contractors have started trenching to install the fill line from Green Canyon; staff estimated approximately three more weeks of that pipeline work before crews proceed westward.
"They are starting to pull the scaffolding out of the roof holes right now. That'll take them about 6 weeks to get that done," a staff member said. "They've started digging that pipe in. It'll take them about 3 more weeks, and then they'll start heading west."
Regarding the civic center, staff described exterior grading and reuse of topsoil from the North End of Elkridge, bollard installation for new pathway lighting, and upcoming concrete work adjacent to the former library to establish landscape boundaries. Interior remodel work on the library continues and staff indicated grand openings for portions of the project are expected late this summer or early fall.
Why it matters: These projects affect neighborhood construction activity, traffic impacts during pipe installation, and timetable for public access to the renovated library and civic spaces. Staff asked council members to expect future reports and to coordinate on traffic and business mitigation during longer construction phases.
Next steps: Staff will continue to monitor schedules and notify the council of specific chip-seal dates, trail easement signings, and the civic center grand-opening timeline. The council moved on after hearing the update.
