Zac Root presented the fee schedule changes, which included a proposed base rate increase of about $1 per meter per month intended to fund cellular meter communication systems, give residents near‑real‑time usage dashboards, and support improved leak detection. Root also described minor tier adjustments for higher consumption tiers (30,000–60,000 gallon and 60,000–90,000 gallon tiers) to better align pricing and encourage conservation. Staff said North Logan remains among the lower‑cost providers for average users while shifting higher charges for excessive consumption, and noted statewide reservoir and groundwater context as part of drought monitoring.
Councilmembers asked about protecting residents on fixed incomes and requested additional public education about water restrictions, secondary water limitations, and conservation expectations. No formal rate increase vote was recorded; the matter remained under discussion. Separately, staff updated the council on the water tank project: roof installation scheduled for June 2, remaining piping and valves to follow, and project completion expected by August 5; landscaping and visual screening plans for the facility slope were discussed.
