Council approved moving forward with selection and contract negotiation.
Downtown revitalization design: The council also approved negotiating with Coastal Engineering Associates, the top‑scoring firm in an RFQ process needed because the project will use federal Community Development Block Grant funds. A Coastal representative (speaker 18) described the scope as milling and resurfacing Main Street, replacing sidewalks across the CRA district, adding lighting and replacing hydrants. Council authorized staff to request a final proposal and begin CDBG approval steps.
Next steps: Staff will negotiate agreements and return contractual documents as required by grant administrators and the city’s procurement process.
