Planning commission recommends council hearings on comprehensive‑plan change for annexed South Main parcel

The Brooksville Planning & Zoning Commission on an administrative agenda vote recommended City Council hold public hearings on a comprehensive‑plan amendment requested by Coastal Waste & Recycling Inc., on behalf of IES Equipment Sales LLC, to reclassify a 1.3‑acre parcel at 1011 Main Street from a Hernando County South Brooksville PDD industrial future‑land‑use designation to the City of Brooksville South Brooksville PDD industrial designation.

Betsy Jolly, a representative for the applicant with Coastal Engineering, summarized the request and asked the commission for a recommendation of approval, saying the change is “pretty simple, straightforward” and corresponds to the parcel’s recent annexation. A city staff planner told the commission the parcel sits on the east side of South Main Street about 660 feet south of Martin Luther King Jr. Boulevard, was annexed into the city on 12/01/2025, and that the amendment would allow up to 45,302 square feet of light‑industrial floor area.

The staff planner said the proposed city designation is materially the same as the county’s existing designation for allowed uses but must be retitled so the property can be rezoned under city jurisdiction. The staff recommendation was that the commission find the amendment consistent with the city comprehensive plan and that City Council hold the two required public hearings and transmit the proposal to the state land‑use planning agency.

There were no members of the public who spoke on the item. A commission member moved to recommend that City Council act on the amendment; the motion was seconded and approved by voice vote.

The commission’s recommendation will be forwarded to City Council for public hearings and formal action. The staff planner said Council will hear the item on April 6 at 7:00 p.m. in these chambers.
