During public comment a resident (S6) urged caution about drawing down the unassigned fund balance, arguing the village should consider lowering the reserve cap from its current level to 25% to avoid repeated reliance on one-time reserves. The commenter also said the sewer fund faces a roughly $52,000 deficit and urged the board to consider increasing the sewer rate by 20% to address immediate shortfalls.
Trustees noted the budget committee chair and liaison were out of town and many preferred to discuss the capital budget when the larger group could attend. Trustee (S1) said the budget committee had prepared a memo and suggested deferring a final vote until the next meeting so the full committee can be present; a majority supported adjourning the hearing for two weeks.
In separate public-comment remarks, the same resident criticized the village’s event outreach after low attendance at a recent trivia/bingo night and questioned the village’s beach closing procedures, saying the spray park is turned off at 5:30 p.m., lifeguards come off duty, and the gate is closed by 6:00 p.m., which the speaker said reduces access when conditions are favorable.
Board actions during the meeting: multiple consent-agenda items passed by voice vote, including acceptance of a donation for the "Shrek Under the Stars" event, authorization to buy cameras and microphones with PEG funds, settlement of a claim with Carlos Diverge, authorization to submit a state grant application for Harbor Island Park playground equipment, and a resolution to deposit unclaimed/exonerated bail funds into the village treasury. Trustees deferred action on authorizing the hiring of a village prosecutor to a later meeting.
What happens next: the capital-budget hearing is continued; trustees asked staff to circulate the budget committee memo and any fiscal clarifications before the next meeting so the board can complete review and vote.
