The Town Board on June 16 approved a series of budget and procurement actions to advance capital projects and routine services.
Budget amendments and ice rink work: The board considered two capital budget amendments. Staff said the trails and Transite water main replacement project required a housekeeping transfer and that the ice rink skate room reconstruction bid came in much higher than the $217,000 originally budgeted — the low bid pushed the project estimate to approximately $501,000 — leading staff to request a $292,000 transfer from fund balance to cover the shortfall. The board authorized the controller to make the necessary budget amendments.
Playground shade bids rejected: Staff recommended rejecting two bids for Memorial Park playground shade enhancements because both were two to three times the project estimate; the board voted to reject the bids and pursue value engineering and grant funding while moving forward more quickly on the tree‑planting component.
Skate shop consultant authorization and construction award: The board retroactively approved a consultant authorization for design services (not to exceed $43,500) for the Hammock Skate Shop renovation. After receiving three construction bids that exceeded the estimate, the board voted to award the renovation contract to Tolisi Contract Inc. and authorized the town administrator to execute the agreement.
Tree watering: The board awarded a contract for town right‑of‑way tree watering to ACL Property Maintenance for $37,275 for 21 weeks, with capacity to add watering if needed for newly planted trees.
Live Barn agreement approved: The board approved a four‑year Live Barn streaming and recording agreement for the Bahamas Park Ice Rink after staff negotiated more favorable terms (a shorter contract and increased revenue share). The agreement authorizes the town administrator to execute the contract and extensions as needed.
Grant match commitments: The board passed resolutions affirming commitment to provide the 50% local match required by the Westchester County Flood Mitigation Grants Program for two applications: $1,556,900 in matching funds for identified storm sewer improvements and $196,500 for the Larchmont Dam valve replacement and controls upgrade. Staff said county authorization could arrive later in the month and, if approved, grant agreements could be executed by late summer.
Personnel and other approvals: The board approved the promotion of Stephanie Lobo to recreation supervisor (effective 06/22/2026) and approved a negotiated settlement on an assessment challenge for 1380 Boston Post Road that will result in an approximate town refund of $2,480. The board also approved certified fire department claims totaling $9,132.64.
