The board reviewed a waterfront site plan and wetlands application for 7‑14 The Crescent and determined the matter should be classified as a Type 2 referral to the Harbour Coastal Commission (HCCM) for consistency review.
Attorney Kristin Motel, representing the property owner, and landscape architect Louis Fusco described a plan that removes roughly 925 square feet of asphalt ramp and other hardscape, replaces it with native coastal plantings, reduces overall impervious coverage by about 1,334 square feet within the floodplain and wetland buffer, and increases on‑site flood storage by about 947 cubic feet. Fusco said the proposal adds more than 1,400 square feet of new plantings, trees and shrubs and introduces sediment and erosion controls during construction.
The team noted prior variance approvals from the Zoning Board of Appeals and said the project has been reduced through numerous concessions (smaller deck, removal of stairs). The board voted to type the application as Type 2 and forward it to HCCM for its consistency determination; the board asked for state and DEC coordination as part of the next submittal.
Next steps: Applicant to coordinate joint state permits (DEC, Army Corps as applicable), provide materials requested by HCCM and return to the planning board after HCCM review.
