Board opens public hearing on 254 Center; asks for updated EAF Part 1 after DAC screening

The Planning Board opened a public hearing on a proposed subdivision at 254 Center and directed the applicant to submit updated environmental forms after AKRF identified the parcel as falling inside a DEC‑designated disadvantaged community (DAC).

AKRF consultant Alicia Moore told the board the State Environmental Quality Review Act (SEQRA) forms have changed and that the applicant must resubmit EAF Part 1 on the new forms; "based on the DEC screening tool, this property is within a DAC," she said, and the updated form should be filed so the board can complete an EAF Part 2 and the determination of significance.

During public comment, a participant criticized the posted plat for missing topographic contours, sewer and utility lines, and benchmark elevations required by Village subdivision regulations. The commenter urged the board not to treat the submission as complete, saying contours and benchmarks are necessary to evaluate drainage and the basement/elevation questions raised at other agenda items.

Architect Robert Sikeka, the applicant's representative, said the team will revise the plat and submit written responses to memos from AKRF and the village engineer; he said he expects revisions to be submitted prior to the board's next opportunity to act. The board suggested the applicant either include the missing items on the plat or explicitly request board findings authorizing their omission, and recommended cross‑referencing detailed engineering plans when appropriate.

Next steps: Applicant to submit updated EAF Part 1 with DEC question responses, revise the plat to address noted deficiencies or provide written justification for any omissions, and work with AKRF and H2M to complete engineering reviews; the public hearing remains open pending those materials.
