AKRF planning consultant Alicia Moore told the board the project should be treated as a principal multiunit building rather than an 'accessory' unit and that the plans must be updated to show multifamily parking calculations. "The parking looks like it has been satisfied," Moore said, but she recommended removing the word "accessory" from the plans before building‑department review.
The hearing drew a public safety objection focused on the basement egress. A commenter urged the board to require a window well if the egress sill is below grade, saying, "If you build this without a window well, you'll be in violation of the Uniform Code." The applicant, Eva, responded that the bottom of the proposed egress window will be "6 inches above the grade," and that the building inspector had already reviewed the project and only required the special‑use permit from the board.
Board counsel Kevin Stout summarized the conditions the board approved: update parking calculations using multifamily standards, remove the word "accessory" from plan sheets, add revision dates on the drawings, and indicate the egress‑window elevation on the plans so the building inspector may confirm that the window is above grade and functional when cars are parked. The board closed the public hearing and adopted a resolution approving the special permit with those conditions; the roll call recorded five "yes" votes. The conditions require the applicant to revise plans before submitting for a building permit and to obtain building‑inspector confirmation that the egress window meets code and functions safely with the proposed tandem parking.
Next steps: Applicant must submit revised drawings that incorporate the four conditions; the building department will verify elevation and egress functionality during permit review. The planning board's action allows the project to proceed to the building‑department permitting phase only after the conditions are satisfied.
