A council member said the previous council had accepted the abandoned Boy Scout building and that the city had repaired the structure. The proposed agreement would give the youth organizations exclusive use without rent for 12 months in exchange for insurance and adherence to agreed access times; staff told the council that the city would provide a staff member to control building access.
Council members asked whether the city would remain liable if someone were injured while using the building and whether the city already carried insurance on adjacent council properties. The city attorney advised that landlords commonly carry property insurance while tenants carry liability insurance and that the contract could—and should—include defined causes for immediate termination. He noted that standard contracts often provide a cure period after a default; to permit immediate revocation, the council should specify catastrophic events that would constitute cause.
The council directed staff to work with the city attorney to define specific breach events and include language in the agreement that would permit termination with cause, and asked staff to bring the finalized agreement to a future meeting for approval.
