Bolton PZC staff reports note pending court case, property cleanup and permit activity

During its April 10, 2019 meeting, the Bolton Planning & Zoning Commission received staff reports on several enforcement and permit matters.
Zoning Enforcement Officer Jim Rupert reported that 65 Shoddy Mill Road is the subject of a pending court case; he gave no detailed public account beyond noting that enforcement is taking considerable time. Rupert also said the children of the owner of 101 Cider Mill Road are working to clear a 12-acre parcel that contains tractor-trailer bodies and other items; no formal enforcement action has begun because staff is allowing an initial cleanup period, after which a notice of violation could be issued if work has not progressed.
Rupert said issues at the Lyndale Stand property on Route 44 are being investigated, and that a new greenhouse has appeared behind the residence; because the established use is for farming and a farm stand, any new uses must be reviewed by the PZC. He also reported that Mr. Treat has identified another parcel in a neighborhood business zone and is not pursuing a zoning change at his property at present.
On commercial permitting, Rupert reported a building permit issued for Bolton Pizza to add an accessible entrance and bathrooms. He cautioned that no health-department approvals or kitchen plans had yet been submitted; the town will require inspection and health-department signoff for any new kitchen setup.
The commission took no formal enforcement votes during the meeting.
