Bolton PZC discusses tightening home-occupation rules, flags manufacturing and live/work units

The Bolton Planning & Zoning Commission spent part of its Nov. 13 meeting reviewing potential amendments to zoning Sections 2 and 3 that would clarify home-occupation limits and permit structures such as Live/Work units.
Commissioners raised concerns about home occupations that might permit manufacturing without notifying neighbors. A resident earlier in the meeting, William Anderson, had also flagged inconsistent wording between regulations and a ZBA form that could cause confusion. Chairman Adam Teller and staff said the commission is able to adopt rules more protective than state statute, and Patrice Carson recommended creating a separate, higher-level category for occupations that include limited manufacturing and subject those to public notice and possibly a special-use permit.
Thomas Manning said he would research how the building code’s new Live/Work Unit category applies to home-occupation rules. Commissioners emphasized the need for clear application narratives so enforcement can be tied to what was approved, and discussed safeguards to prevent ‘manufacturing creep’ if more permissive categories are allowed.
No formal amendment or vote was taken at the meeting; commissioners directed staff to study categories and possible notification and hearing requirements ahead of future rulemaking.
