Pacific council adopts 2026–2031 transportation plan, approves stormwater fee change and waives park fees

At its June 23 meeting the City of Pacific Council approved the 2026–2031 Six-Year Transportation Improvement Program, adopted an amendment to stormwater facility charges, and voted to waive park fees for Valley Bible Church’s Aug. 4–8 event; vote tallies were recorded for each action.
The City of Pacific Council on June 23, 2025 approved several administrative and code actions, including adoption of the city’s 2026–2031 Six-Year Transportation Improvement Program and an amendment to stormwater facility charges.
Council Member Putnam moved to approve the Six-Year Transportation Improvement Program (Resolution 2025-992); Council Member Kerry Garberding seconded the motion. The council approved the resolution by roll-call vote: Katie Garberding, Kerry Garberding, Helms, Petersen, Putnam, Mann and Boles voting aye. The measure carried 7-0.
On a separate item, Council Member Helms moved to waive the second reading for Ordinance 2025-2108, which amends Pacific Municipal Code section 24.16.070 related to stormwater general facility charges. After Council Member Kerry Garberding moved to approve the ordinance and Helms seconded, the council adopted Ordinance 2025-2108 by roll-call vote: ayes Helms, Putnam, Mann, Kerry Garberding, Katie Garberding and Boles; Petersen voted nay. The ordinance passed 6-1.
During the public-comment portion of the meeting Frank Emrich asked that the city waive park fees for Valley Bible Church’s summer vacation Bible school scheduled Aug. 4–8, 2025. Council Member Kerry Garberding moved to waive the fee and Council Member Katie Garberding seconded. A roll-call vote recorded ayes from Putnam, Mann, Boles, Katie Garberding, Kerry Garberding, Helms and Petersen; the motion carried 7-0. The council subsequently amended the agenda by voice vote to direct staff to implement the waiver and allow Valley Bible Church access to the city park for those dates.
The council also approved routine consent-agenda items (claims and payroll vouchers and meeting minutes) by voice vote. With no further business the mayor adjourned the meeting at 7:22 p.m.
What the votes mean: the STIP approval advances the city’s prioritized list of transportation projects for 2026–2031. The adopted stormwater ordinance updates the municipal code fee provisions in section 24.16.070; the record shows a single dissenting vote by Council Member Petersen. The park-fee waiver provides Valley Bible Church use of the park from Aug. 4–8, 2025 as directed by council action.
