St. Francis council adopts mobile-food and celebrations ordinances, approves licenses and authorizes legal action

The St. Francis Common Council on June 22 adopted several ordinances, approved administrative actions and licenses, and authorized legal action arising from a city-owned property dispute.
Ordinances: Council introduced and adopted changes to the mobile food unit ordinance requiring operators to display a business address while operating in the city and to provide a street address showing property interest for overnight parking. The council also amended the celebrations committee code (section 17-15) to expand membership by two positions and clarify staggered terms and the committee’s authority to carry out special projects such as the 75th anniversary.
Licenses and approvals: The council approved beverage-operator renewals, temporary Class B corrections for concert dates, a Fourth of July event license, and denied a used-car dealer license for Airport Motors based on a licensing committee recommendation. The consent agenda and multiple committee recommendations were approved by voice votes.
Reports and capital projects: The council approved submitting the 2025 compliance maintenance annual report to the Wisconsin Department of Natural Resources after staff said the city earned A grades in collection and financial portions. The police annual report was received and placed on file; health department staff presented a five-year Southshore Community Health Improvement Plan and the department’s 2025 annual report. City staff also reported construction updates for CIP streets and a planned smoke-testing PPI program beginning as early as July 6.
Legal action: After a closed session, the council reconvened and voted to authorize the city attorney to commence action in Milwaukee County Circuit Court to obtain a writ of assistance to remove Airport Motors LLC from the property at 1602 East Leighton Avenue. The motion was made, seconded and approved in open session.
Ending: The council took a series of routine administrative votes and several unanimous approvals; the authorization to pursue a writ of assistance is the principal consequential legal action arising from the meeting.
