The Needham Finance Committee voted on June 17 to approve a reserve fund transfer of $1,269,395 to help cover snow-and-ice expenses from the most recent winter season. Presenters said the town spent just over $2 million on snow and weather-related costs this year; the transfer reduces the immediate shortfall to approximately $307,000, which will be addressed in the FY27 tax‑rate recap rather than by a separate state reimbursement.
A presenter explained that the legislature included $100 million in a FY26 supplemental budget for winter road repair, and Needham’s share of that Chapter 90 allocation is about $330,000, but those Chapter 90 funds do not mechanically offset the reserve fund transfer and the timing and uses do not sync with the town’s FY27 tax‑rate allocation. Committee members clarified this is not new revenue and that the transfer will be accommodated within next year’s budget allocations.
A motion to approve the reserve fund transfer was made, seconded and approved by voice vote with no recorded opposition. The committee then moved to routine business: outgoing chair made the motion electing Darren Kauffman as chair for the fiscal year beginning July 1; the motion was seconded and approved by voice vote. The committee also nominated and approved Al O'Connor as vice chair. The meeting adjourned to a reception and dinner with the Dedham Retired Teachers Association.
Next steps: the transfer will appear in the town’s FY27 tax-rate recap and the administration will reflect the remaining shortfall in next year’s budget allocations.
