Union City Council approves sinkhole repairs, awards trail contract and adopts broadband application

Union City Borough Council unanimously approved a series of infrastructure contracts and policy updates at its July 23, 2024 meeting.
Council accepted a quote from Mansfield for $5,000 to repair and reconnect piping at a sinkhole in Municipal Lot No. 1, with the borough supplying pipe and fittings at an estimated additional cost of $5,000. The motion to accept Mansfield’s bid, moved by Councilor James Kerns and seconded by Councilor Steadman, carried unanimously. Streets staff reported they had placed dye in a storm drain near Hogan’s Alley and found flow entering sanitary lines to Municipal Lot No. 1; the crew plans camera inspection of the line and further assessment before additional work proceeds.
Council also awarded the Devereaux Park/French Creek Trail project to Vavala Concrete, the low bidder at $84,774. The award motion (mover: Councilor Osborn; second: Councilor Steadman) carried unanimously.
On records policy, Solicitor Wachter recommended clarifying the borough’s Right‑to‑Know rules regarding anonymous requests. Councilor Osborn moved to adopt the recommended language and Councilor Steadman seconded; the motion carried unanimously.
Council adopted a resolution authorizing an application to the Pennsylvania Broadband Development Authority for Broadband Ready Community designation and appointed the Erie Area Council of Governments to serve as the borough’s Municipal Broadband Champion. Councilors voted unanimously to pass the resolution; a public meeting on broadband held just before the council meeting drew no members of the public.
Councilors also reviewed proposed amendments to the parking ordinance (which they agreed to advertise) and to the zoning ordinance (which will be sent to Erie County Planning and Union Area Planning for comment before advertising).
The meeting adjourned at 6:38 PM. An executive session on personnel and contracts followed from 6:42 to 7:37 PM; minutes record no action taken during that session.
