Resident urges Talent to plan now for homelessness response; council agrees to meet and avoid criminalization

During public testimony on June 17, resident Brooke Butler urged the Talent City Council to take proactive steps to prevent an entrenched homeless encampment in town. Butler proposed an ordinance prohibiting overnight outdoor camping within city limits without a permit and suggested designating safe sleeping campgrounds and safe-car parking areas for people living in vehicles.
Butler framed the request as preventative: "If we do nothing to prepare, we will eventually have a growing problem and it is much harder to address once an encampment becomes entrenched than to prevent it from happening," she said.
Council members discussed the proposal and emphasized they were not interested in criminalizing homelessness. Several councilors volunteered to meet with Butler to explore constructive, solution-oriented options, such as forming a committee with community stakeholders to identify prevention, outreach and service-linkage strategies. Council directed staff to place a related discussion on a near-term agenda if the initial stakeholder conversations warrant broader council consideration.
No ordinance was introduced or adopted that night; council members expressed support for planning, partnerships and noncriminal responses and asked staff to coordinate initial outreach.
