Carbon County approves LANTA shuttle for fall festival and switches parking payments to ParkMobile

On June 4 the Carbon County Board of Commissioners approved two items affecting transportation and parking: a seasonal shuttle agreement with the Lehigh and Northampton Transportation Authority (LANTA) for weekend shuttle service during the October fall foliage festival and a parking-technology contract switching the county from Flowbird to ParkMobile.
The LANTA agreement (Agenda #26‑405) covers shuttle service on Saturdays and Sundays during October 2026 (term Oct. 3–Nov. 1, 2026) between the park and the opera house to relieve event traffic and add parking capacity. The agreement guarantees revenue to LANTA of $26,080.24; if fare revenue generated by the added trips totals less than the guaranteed amount, LANTA will invoice the county for the difference.
Separately, the board accepted an agreement with Butts Ticket Systems to provide parking technology and related services (Agenda #26‑407). The implementation and additional fees were waived as part of the contract transition from Flowbird to ParkMobile. The implementation is a three‑year contract and the cost per end‑user transaction is $0.45.
Both motions were moved and seconded on the agenda and carried by unanimous vote. County staff will manage contract implementation and revenue reconciliation with LANTA according to the terms approved by the board.
