Copperton Town Attorney Nathan Bracken updated the council on negotiations with Salt Lake County about transferring Copperton Park to the town and on potential reversionary clauses the county proposed that would require perpetual park use.
MSD planners Daniele Benigni and Matt Starley summarized the regional Parks Master Plan and how Copperton's existing arborist plan, general plan and active-transportation plan fit into capital-planning and grant positioning. They reviewed level-of-service analysis and suggested community outreach and public workshops to inform future park programming and capital projects.
Council members expressed interest in public workshops and suggested outreach at July 4 activities and Town Days. To streamline communications with MSD planning staff, the council moved to appoint Council Member Kathleen Bailey as the primary liaison for parks matters; the motion passed 5-0. The town attorney advised that detailed negotiation strategy and property-related matters would be appropriate for Closed Session because of potential real-property implications.
No final transfer agreement was approved; council members directed staff to continue negotiations with the county, pursue community outreach opportunities, and bring further proposals back to the council.
