Copperton council approves budget amendment, adopts FY2027 administrative budget and new funding-request policy

At its June 17 meeting the Copperton Town Council conducted a public hearing and approved several fiscal and procedural items: a budget amendment (Resolution R2026-08), adoption of the FY2027 administrative budget, and an ordinance establishing a policy and application process for funding and donation requests.
Town legal counsel led the public-hearing process for the budget amendment. Staff explained the amendment was precautionary to cover possible additional grave openings and to account for a near-term donation; the town is not currently over budget. After offering public comment (none), the council moved, seconded and passed Resolution R2026-08 unanimously.
MSD staff then presented the FY2027 administrative budget, noting the town typically spends some celebration funds after the fiscal-year shift. Council discussed carrying forward $20,000 previously budgeted for the Copperton City celebration into FY2027; town counsel advised the council could approve the budget subject to posting the revised figures. The council approved the administrative budget by motion.
Separately, the council considered a standardized policy to govern requests for town funding and donations. The proposed policy established a two-tier process: smaller requests could be processed by a simple acknowledgement/receipt while larger requests would require a formal agreement and verification that the applicant is a registered entity. Council discussion focused on what dollar amount should trigger the formal agreement. Councilors noted Copperton’s smaller municipal budget and agreed to set a more conservative threshold than the example provided by MSD. The council approved the ordinance implementing the funding-request policy with the adjusted threshold.
The council also approved routine consent items earlier in the meeting (May 20 minutes) and a $3,003 attorney-services bill.
Next steps: staff will post the revised budget documents as required, circulate the finalized funding-request form and agreement, and proceed with implementation.
