Copperton emergency planner urges event action plans and succession lines ahead of July events

Copperton’s emergency planner briefed council on a slate of MSD-level emergency plans—community wildfire preparedness (CWPP), continuity of operations, mass-care annexes and event action plans—and recommended tabletop exercises and succession-line updates before large summer events.
Maz Moore, Copperton’s emergency planner, updated the Town Council on June 17 about ongoing MSD emergency-planning work and recommended steps the town should take before major summer events.
Moore outlined several projects under way: the Community Wildfire Preparedness Plan (CWPP) led by state forestry and lands; a continuity of operations plan covering recovery after major incidents; the county’s mass-care and evacuation annex; and event action plans that document safety triggers, shelter-in-place and evacuation procedures for gatherings. Moore said event action plans are not currently required but are recommended for gatherings of 350–500 people and strongly suggested for parades and large breakfasts.
Moore offered practical steps for towns: complete an MSD emergency-management guide (a binder and digital resource intended to cover the first 12–24 hours of a major incident), identify 3–4 emergency management succession lines for the state survey, assess potential shelter and point-of-distribution sites (with Red Cross and county planners), and schedule tabletop exercises to test decision-making. She noted that the state has requested deeper succession-line information (four deep rather than two) and offered to assist the town with the required survey.
Councilors agreed to pursue an exercise and to make at least two additional succession-level backups (the mayor and Tessa were already identified as primary and secondary in prior filings). Moore also recommended the ICS/EOC interface course and ICS-300 training for elected officials and offered to run a 2-hour tabletop exercise for the council. The council asked staff to coordinate scheduling and to circulate the MSD guide and digital resources.
