Copperton council authorizes liaison for parks master plan as park transfer proceeds

The Copperton Town Council advanced planning on the pending transfer of Copperton Park from Salt Lake County and the development of an MSD parks master plan. Nathan (MSD staff) updated the council on interlocal negotiations and said the county had historically sought reversionary language requiring the parcel remain a park. Council asked staff to pursue transfer terms favorable to the town and to avoid unnecessary long-term restrictions when possible.

Daniela Benigni, a long-range planner with the MSD, explained the proposed parks master plan would build on three existing documents (the general plan, an arborist/park plan and an active-transportation plan) and add a system-level capital-improvement plan, level-of-service analysis and financial strategy that could support future grant applications and a potential impact-fee analysis. Benigni told the council the master-plan process would include community surveys and public open houses timed to community events, and suggested an informal advisory group during plan development that could be formalized later.

Council members expressed interest in using town events (including July 4 and town days) to solicit public input and in limiting the number of standing committees given the small volunteer pool. The council nominated Council member Kathleen to interface with MSD staff and the consultant on Copperton-specific elements, capital improvements and implementation details; the nomination was seconded and approved by voice vote.

Staff and consultants will return with a draft timeline and public-engagement plan; council directed staff to coordinate a half-hour workshop and to advertise outreach at community events to broaden participation.
