The Rye Town Park Commission agreed June 16 to pilot allowing non-residents to enter the beach for a fee on Friday-night fireworks beginning July 10, after retaining the existing July 4th weekend policy that reserves evening access primarily for residents and season permit holders.
Debbie (park management staff) outlined the practice the park has used in recent years: holiday rates in effect for the weekend, and after 6 p.m. on fireworks nights park rangers currently check IDs and only admit residents and permit holders for free. Under the pilot, non-residents would be admitted after 6 p.m. on specified Friday nights if they pay the admission fee; staff recommended charging the same fee used for daytime admissions to keep procedures simple.
Commissioners voiced concerns about crowd size and resident experience but agreed a short trial would allow staff to measure demand and staffing implications. Commissioners emphasized minimal additional staffing (one or two attendants) would be required if revenue is collected after 6 p.m.; staff noted any added cashiering expense could offset revenue collected.
The pilot is intended to run for several weeks after July 4th, with staff to report back on attendance, operational costs and resident experience.
If the trial shows manageable impacts, the commission may adopt a permanent policy amendment in a future meeting; if not, the commission can revert to the present policy that limits non-resident access for fireworks nights.
