Rye Town Park Commission accepts audit, approves engineering and capital items

The Rye Town Park Commission voted unanimously June 16 to accept the fiscal-year 2025 audit and to approve multiple small capital and professional-service contracts.
Jeff Shaver, partner at PKF O’Connor Davies, presented the audit and reported an unmodified — commonly called “clean” — opinion and no material weaknesses or fraud. He said the commission faced an approximately $224,000 revenue shortfall driven mainly by lower-than-anticipated parking, permit sales and beach admissions; the shortfall was covered by sponsor contributions and the timing of grant reimbursements explained a capital projects accounting deficit.
After the presentation, the commission voted by voice to accept the audit report.
The commission also approved a set of contract and procurement actions by roll call vote:
- Architectural and engineering services with Arconics for the Friends Wall replacement on the park’s southern side, not to exceed $26,800. - A contract with Tony Cassella for Fountain Plaza pavers (quote $18,900), with part of the cost expected to be offset by an existing paver-donation program that has raised more than $10,000. - Engagement of the town’s HR consulting firm to update the Rye Town Park employee handbook, work not to exceed $2,000. - Signage procurement: staff recommended awarding higher-end welcome signs to Sign Design (Port Chester) and other signs to vendors including Minuteman Press (Greenwich); the commission authorized the contracts (the premium four-sign package was described at $3,000).
All of the approval motions were seconded and passed on roll calls recorded by Debbie during the meeting.
What it means: The approvals move several capital and operational items to the implementation phase (engineering design, paver installation, signage procurement and a handbook revision). The audit acceptance signals no audit findings requiring corrective action, while commissioners directed staff to analyze revenue drivers further and return with more-detailed attendance and permit-category data.
Next steps: staff will proceed with contracts and monitor budget impacts; the commission requested additional analysis of permit and admission trends to inform 2027 budgeting.
