Council approves multiple change orders for Trails End and Harvest Place and a contingent final payout

Valley Center — The City Council approved a package of construction change orders for the Trails End and Harvest Place projects and authorized a contingent final payout for Harvest Place Phase One.
Jake Boso, representing the engineering contractor, explained the Trails End change order was needed to correct elevations for valve boxes, hydrants and other water-main appurtenances that required on‑site grade adjustments. The council approved Trails End Phase One change order number four for $16,835 to address hydrant and valve-box elevation adjustments and authorized the mayor to sign.
On Harvest Place Phase One, staff said Sunflower Drive had been added into the project after the main solicitation, which left some elements to be finalized after the bid. Council approved three Harvest Place change orders:
- Change order #4: median curb on Sunflower Drive — $11,425.82 (approved) - Change order #7: permanent hydroseed and mulch for wet-pond sidewalks — $4,600 (approved) - Change order #8: keep-right signs for the new median — $3,100 (approved)
Council members raised standard procurement concerns: several asked whether staff could seek second bids for late-stage work to ensure competitive pricing. Staff explained on-site mobilization and warranty concerns sometimes favor using the current contractor, but council directed staff to improve bid completeness to reduce change orders in future solicitations.
Later in the evening staff presented a final pay application for Harvest Place Phase One and recommended partial acceptance while excluding the north end of Sunflower Drive and a sidewalk still under review. The council approved a final payout of $242,466.16, less the unfinished north end and contingent upon engineers’ review and approval.
What happens next: Staff will apply engineer review to the payout contingency, complete remaining plat and sidewalk corrections at the north end of Sunflower Drive, and continue oversight of project punch-list items.
