Staff explained the county currently uses roughly 7,000–10,000 gpd and holds an allocation of approximately 75,000 gpd; the proposed sale would use excess capacity while maintaining the county’s ability to reduce or suspend allocations should system demand grow or drought conditions arise. County and Louisa officials described operational benefits including backup water access while Louisa’s tower and projects are completed.
The motion to approve the agreement and to authorize the county administrator to execute the contract, subject to approval of form by the county attorney, was made and seconded; the motion passed with the Chair voting aye.
What this means: the agreement provides Louisa with interim bulk water to support operations and rehab work; Fluvanna staff said the county retains the right to reduce allocations with appropriate notice if local demand rises. The board cited benefits including system cycling (reduced water age) and a modest non‑rate revenue source for the county.
